NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION
ALEXANDER CENTRAL SCHOOL DISTRICT

NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Alexander Central School District, Genesee County, New York, has been adjourned by Executive Order of the Governor of the State of New York and will be held virtually on Wednesday, May 26, 2020 at 7:00 p.m. prevailing time for the presentation of the 2020-2021 budget of said School District. Information regarding virtual attendance will be posted on the District’s website at www.alexandercsd.org. The proposed budget will be available for review on Wednesday, May 13, 2020 on the District website at www.alexandercsd.org. If you are unable to access the budget from the District website, please contact the District Clerk.

AND FURTHER NOTICE IS HEREBY GIVEN, that the annual vote of the qualified voters of the Alexander Central School District, Genesee County, New York (the “School District”), has been adjourned by Executive Order of the Governor of the State of New York and will be held on Tuesday, June 9, 2020 to vote upon the following items:

1. To adopt the annual budget of the School District for the fiscal year 2020-2021 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the School District.

2. To elect one (1) member of the Board of Education for a five (5) year term commencing July 1, 2020 and expiring on June 30, 2025 to succeed Rich Guarino, whose term expires on June 30, 2020.

AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for the 2020-2021 fiscal year, exclusive of public monies, and the tax exemption report may be obtained through the District’s website at www.alexandercsd.org. If you are unable to access the statement from the District website, please contact the District Clerk.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the District Clerk of said School District via email or by first class mail not later than Monday, May 11, 2020. To constitute as filing, each petition shall be directed to the District Clerk, and must state the name, age and residence of the candidate. Alternatively, candidates can complete and submit forms on the District website at www.alexandercsd.org. Nomination forms can be found on our website.

AND FURTHER NOTICE IS HEREBY GIVEN that any vacancies on the Board of Education are not to be separate offices in the nominating petition and are to be arranged alphabetically and direction given that as many candidates be voted as there are vacancies to be filled. Take further notice that pursuant to Section 2034 of the Education Law, the candidates who receive a plurality of votes cast respectively for several offices are to be declared elected. The candidate with the highest plurality will receive a five (5) year term.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots will be obtainable by request, except holidays, from the District Clerk. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally. Absentee ballots must be received by the District Clerk not later than 5:00 p.m., prevailing time, on Tuesday, June 9, 2020. A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk on and after Thursday, June 4, 2020 and said list will be posted at the polling place at the election. AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the School District, if they meet the criteria for same. Military voters, as defined by Education Law 2018-d, may request an application to register as a qualified voter from the District Clerk. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 p.m. on the twenty-sixth (26th) day before the election. A military voter may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application, or ballot. Such designation shall remain in effect until revoked or changed by the military voter.

AND FURTHER NOTICE IS HEREBY GIVEN, that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) resident within the School District for a period of thirty (30) days next preceding the annual vote and election. Pursuant to Executive Order of the Governor of the State of New York, the District will sent absentee ballots to all qualified votes who reside in the District whose names appeared on the District’s registration rolls for the 2018-2019 budget vote. If you are a qualified voter of the School District and do not receive an absentee ballot, please contact the District Clerk.

UPDATED JUNE 8, 2020 per EXECUTIVE ORDER
Annual Budget Vote and Election Via Absentee Ballot ONLY ~ June 9, 2020 
By Executive Order, Governor Cuomo has made some changes in school budget and board member elections originally scheduled for Tuesday, June 9th. In the Executive Order, Governor Cuomo allows in person drop off of ballots by the original June 9th at 5:00 pm deadline. As such, we will be accepting ballots for in person drop off on Tuesday, June 9th from 3:00-5:00 pm at the MS/HS main entrance.
 
Per the Executive Order, in order to be counted in the vote, all absentee ballots are due in the District (not postmarked) by Tuesday, June 16th. Those ballots must be submitted using the postage paid return envelope included with the absentee ballots. All ballots will be counted after 5 pm on Tuesday, June 16th.

Annual Budget Vote and Election Via Absentee Ballot ONLY ~ June 9, 2020 5:00 PM Deadline
This year's annual budget vote & election will be held on Tuesday, June 9, 2020, by absentee ballot only. The Budget Hearing will be held remotely on May 26, 2020. The Adjourned Budget Hearing will be made available to view on the district website Board of Education link beginning on May 27, 2020.  In accordance with Executive Order 202.26, absentee ballots will be mailed by the District to registered voters in each household by Monday, June 1, 2020. Ballots must be received by 5:00 PM on June 9, 2020 in order to be counted. Ballots will be mailed out to all registered voters of the district.  If a member of a household is a qualified voter, but not a registered voter, or if you have not received a ballot and wish to vote, please contact Lisa Atkinson, District Clerk at (585)591-1551, ext. 2422 or email latkinson@alexandercsd.org 
 
Definition of Qualified Voter:  A person shall be entitled to vote in the School District’s 2020 Annual Meeting and Election, who is:  
1. A citizen of the United States;
2. Eighteen years of age;
3. A resident within the School District for a period of thirty days next preceding June 9, 2020; and
4. No person shall have the right to register for or vote who would not be qualified to register for or vote at an election in accordance with the provisions of section 5-106 of the Election Law.
 
Absentee Ballot: In accordance with Executive Order 202.26, absentee ballots will be mailed by the District. Ballots will be mailed out to all registered voters of the district.  If you have not received a ballot and wish to vote, please contact Lisa Atkinson, District Clerk at (585)591-1551, ext. 2422 or email latkinson@alexandercsd.org  Ballots must be received by 5:00 PM on June 9, 2020 in order to be counted.

Returning your ballot:

FACTS ON ABSENTEE BALLOT COUNTING PROCESS:
On June 16, 2020 after 5:00PM the envelope containing a returned absentee ballot will not to be opened until a determination is made that there is no reason for rejecting the ballot, which could happen if, for example, the voter fails to provide the signature required by law to appear on the envelope containing the ballot. Once such a determination is made and the envelope is opened, the ballot is withdrawn without unfolding and deposited into the ballot box. As a result, at the time of counting, the ballots will not be linked to the envelope in which they were returned.  Once all of the envelopes are opened and the unfolded ballots are placed in the ballot box, the ballot box will then be opened and the ballots will be canvassed.

Over the past 20 years I have witnessed first hand just how much this community values our school.  I want to be an advocate for the taxpayers, the students and the staff to continue the work needed to ensure the future success of the students, families and educators. An alumnus of Batavia High School.  I graduated from Monroe Community College with an A.A.S. in Radiologic Technology R.T. (R) and is a Clinical Director of Radiology for Rochester Regional Health.  I am a certified end of life doula for Crossroads House as well as volunteer at Grace Baptist Church in Batavia for their nursery and men's bible study.  I have 15+ years of coaching boys and girls high school athletics.  I also serve on the Board of Directors for Rochester Regional Health Foundation, Niagara Community College Advisory Board and am a member of the American College of Radiology. 
 
Diane Steel
My husband, Jim and I chose Alexander to call home ten years ago. We initially fell in love with the beautiful geography but soon found the people to be the best part. This community has been the perfect place to raise our daughters. The elementary school welcomed our two girls instantly, they made friends and had many academic accomplishments. We've seen both of them grow from little girls to young successful women from their time at Alexander. Katie graduated in 2019 and is currently attending the University at Buffalo as a double major in Biomedical Engineering and Dance. Ashley is a senior at Alexander this year with plans to attend The College at Brockport in the fall for Meteorology. Born and raised in Lancaster, I am a proud alumnus of Lancaster High School. I attended Daemen College and Medaille College. I've been an Accounting Associate with a large WNY law firm for 19 years and I am a Consultant and Accounting Manager for a credit union. My professional experience has given me the ability to react quickly, reach beyond boundaries and think outside the box. I've used my marketing and accounting experience to build a group of successful businesses with my husband focusing on the outdoors. Together, we coordinate many special events including a WNY Heroes Veterans Fishing Day, the Innovative Outdoors Walleye Challenge fishing tournament and a 4-day Fishing Education Weekend. I'm also the current Corresponding Secretary for the Eastern Lake Erie Charter Boat Association. While new in the community, we became involved with the Tri-Town sports. The girls played soccer, softball and became cheerleaders. I was grateful to be a cheer coach with some wonderful women. At the time, football and cheerleading was making a comeback in the community and I was happy to work hand in hand with the Cheer Commissioner to coordinate the back work to assure the program was successful. The Tri-Town program is the foundation of school sports and a great way to be involved with the community. During the girl's high school years, I've been behind the scenes helping them to make memories at events and games. My education, professional, parenting and personal experiences has given me the ability to adapt to the constantly changing world. These unprecedented times call for change at our District and this is a good time for me to give back to the school community. The students and families in the community have become our extended family. The teachers have become some of my girl's biggest role models. It is important that our teachers and students have an advocate and the support they deserve to meet these changing times. My hope is that this next generation will continue to want to raise their families here in Alexander as so many generations have done so before them. I am willing to volunteer my time and use my leadership skills to move us into this new era by listening, communicating, collaborating and supporting the changes that move us forward. As the old adage says, "Do nothing, get nothing!" I am willing to do what it takes for the benefit of our schools and community.
